How can I remove adhesive from old vinyl floor?

I want to put in a new floor but I need to get rid of the old floor. I pulled up the "first layer" of the tile. But, now I'm left with the paper-looking adhesive. I tried scraping it, but it's really not doing anything. Any ideas?
