Does anyone know the name of a short film about an albino with a telescope who's bullied by local youngsters?

I saw a film, made in the 70s or 80s, about an albino man who has a telescope. The local kids are afraid of his appearance and think he's an alien and that he's using the telescope to contact aliens. Anyone remember this or know it's name?
